Mandate of OAG

The Office of the Auditor General of ECOWAS Institutions (OAG) is an independent assurance office established to assist the ECOWAS Governance Bodies, in particular, the Council of Ministers and Audit Committee, to carry out their oversight functions and promote good corporate governance, accountability, and value for money in all Community Institutions, Specialized Agencies, and Offices.

Deriving its mandate from the ECOWAS Council of Ministers, the OAG is tasked with conducting Community-wide Financial Audits, Compliance Audits, Performance Audits, Investigations, and other Special Audits. The OAG structure comprises an Audit Directorate, a Directorate for Program Performance Audit, and an Internal Services Division. It is headquartered in Abuja, Nigeria.

Role Overview

Under the supervision of the Administrative Officer, the incumbent shall be available for emergency callouts 24/7. He/She shall also be responsible for supervising external security personnel deployed to the Office of the Auditor General (OAG) and assisting in all security-related matters.

Your Job Description

Role and Responsibilities

  • Assist in maintaining the security plan, including evacuation drills and emergency procedures, to ensure standard operating procedures (SOPs) are followed during incidents.
  • Monitor the status and compliance of the Minimum Operational Security Standards (MOSS) and Minimum Operating Residential Security Standards (MORSS).
  • Liaise with the Head of Security at the ECOWAS Commission to monitor and assess the security situation within the duty station and make appropriate reports and recommendations.
  • Support and facilitate training courses on security issues, awareness, and preparedness.
  • Implement decisions agreed upon during security management meetings.
  • Supervise private security guards assigned to the OAG and assist with managing the contracted security company when required.
  • Coordinate armed backup and escort duties for the Head of Institution and staff members, including providing travel security advisory support.
  • Maintain accurate and up-to-date security records.
  • Conduct basic security investigations and provide appropriate recommendations.
  • Recommend suitable security equipment for OAG use and assist with budgeting.
  • Liaise with other security agencies within the duty station and host country.
  • Perform any other duties as assigned by the supervisor.

The Job Requirements

Academic Qualifications and Experience

Education:

  • Brevet de Technicien Superieur (BTS) / Ordinary National Diploma (OND) or equivalent in social sciences (such as Public Administration, Business Administration, Sociology, etc.) from a recognized tertiary institution.
  • Training in security management and security studies is an added advantage.

Experience:

  • Five (5) years of experience with a security agency or relevant security-related military experience.
  • At least two (2) years of experience assisting in managing security protocols/measures and supervising frontline security agents.
  • Demonstrated sound judgment in applying ECOWAS security policies, procedures, and practices.
  • Excellent knowledge of public safety and security procedures/protocols.
  • Knowledge of laws, regulations, and guidelines related to securing personnel, facilities, and information, including handling, transporting, and protecting classified information and proper reporting of security incidents.
  • Knowledge of weaponry, intelligence operations, public safety, and security operations, including occupational health and safety.
  • Specialized training in safety and security is an added advantage.

Age Limit

Be below 35 years old. This provision does not apply to internal candidates.
