About the Job

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of INGO Forum Director for Maiduguri, Nigeria. The purpose of the role is to support the forum and its members that offer humanitarian and development aid, and peacebuilding, in Borno, Adamawa and Yobe states by facilitating information exchange, coordination, and advocacy. They will bridge the coordination between Abuja and northeast response to ensure accurate representation and effective decision making. Depending on the needs of the forum, the Deputy Director INGO may be requested to support the forum and its members in Abuja and other locations.

Your Job Description

Key Responsibilities
  • Proactively set agendas, facilitate spaces for INGO-to-INGO collaboration, and enable the sharing of information and analysis for effective decision-making.
  • Provide high-level representation of INGO interests in external meetings and national planning efforts, while strategically guiding and encouraging common advocacy and policy engagement.
  • Manage the Admin & Liaison Technical Officer, ensuring that their activities support the overall objectives of NIF in the North East.
  • Provide strategic and day-to-day management of the northwest office, including personnel, budget, and security responsibilities, depending on office arrangements with host INGOs.
  • Ensure compliance with host agency procedures for the operation of NIF’s northeast office.
  • Support the Director in budgeting, budget management, grant management, and accountability.
  • Be responsive to staff needs, provide support as required, and actively advocate for staff well-being.
  • Demonstrate an ability to appreciate political necessity and handle delicate policy issues related to humanitarian access and the application of principles to programming.
  • Deputise for the Forum Director when required.

The Job Requirements

What you will bring

  • Advanced degree in a relevant field or an undergraduate degree with significant field experience.
  • 5–7 years of experience in humanitarian or development aid, preferably within complex emergencies and/or access-constrained or insecure areas.
  • Demonstrable knowledge of key thematic areas including access, humanitarian principles, and community participation.
  • Proven ability to build relationships and facilitate dialogue among diverse stakeholders.
  • Fluency in English, both written and spoken, with strong writing and editing skills.
  • Knowledge of French is an added value.
  • Excellent writing, editing, and analytical abilities.
  • Ability to work independently in fast-paced environments.
  • Ability to present and represent collective views to various stakeholders.
  • Prior experience with INGO consortia or forums is desirable.
  • Experience influencing policy change and practice is desirable.
  • Knowledge of the Nigerian context or previous experience working in Nigeria or West Africa.
  • Experience in administration and coordination of coalition or secretariat functions is a plus.
  • Strong communication, interpersonal, facilitation, and diplomatic skills.

What we offer

  • Duty station: Maiduguri, Borno State, Nigeria
  • Contract: Fixed national contract (Nigeria nationals only), 12 months renewable
  • Travel: 60% (field and capital)
  • Salary/benefits: Grade 10 on NRC’s salary scale, with accompanying terms and conditions
