Introduction

Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income-generating activities, and a wide range of other assistance. It is of utmost importance for DRC to work in compliance with the DRC Accountability and Quality Management system and national legislations. Background

Danish Refugee Council (DRC) has had an operational presence in Nigeria since 2015 and has experience working in 33 Local Government Areas (LGAs) across the BAY states and Northwest Nigeria (Sokoto and Zamfara). DRC provides life-saving assistance and protection to vulnerable, conflict-affected populations including IDPs, returnees, and host communities in the sectors of armed violence reduction, livelihoods, nutrition and food security, protection, shelter, and non-food items (NFI) and water, sanitation, and hygiene (WASH).

The operational context in northeastern Nigeria remains challenging, as the ongoing conflict impedes conflict-affected communities’ access to what limited basic services are available, as well as DRC and other humanitarians’ access to persons of concern.

Purpose

To provide Human Resources and Administration support in compliance with DRC's and local guidelines and procedures. This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Duties and Responsibilities

Documentation and filing:

  • Ensure documentation is complete and filed in an impeccable manner for all recruitments done in Abuja (both hard files and soft copies).
  • Ensure documentation and archiving of personnel files is kept up to date and in order.
  • Support field offices in organizing their documentation and archives to be audit ready at all times.

Insurance:

  • Act as focal point for insurance payments.
  • Liaise with staff and insurance company on resolving issues.
  • Escalate any insurance issues in a timely manner.

Contracts and People Planning:

  • Send monthly reminders and anticipate actions on upcoming ends of contracts and future recruitment needs.
  • Ensure each employee has an updated job description.
  • Ensure staff have their contract extensions or end of contract notices at least a month in advance before expiry.
  • Ensure staff contracts are extended on Dynamics in a timely manner and manage lifecycle of staff on Dynamics.
  • Maintain an up-to-date contracts list on SharePoint.
  • Liaise with field HR to update casual worker database and prepare related contracts.
  • Prepare all job offers and contracts, including payroll preparation.
  • Ensure alignment with DRC minimum standards and Nigerian labour laws.
  • Prepare reports and trackers, ensure proper filing of documents both hard and soft copies.
  • Manage hiring and terminations in Dynamics system.

Performance, Learning and Development:

  • Ensure performance management process is adhered to by managers, staff, and HR focal points.
  • Maintain consolidated country tracker for performance cycles.
  • Follow up on probation objectives, evaluations, performance appraisals.
  • Support learning and development trainings including Code of Conduct, Confidentiality, etc.
  • Update performance and training records in Dynamics.

Visas Management and International Flight Management:

  • Create folders and collect necessary documents for visa applications.
  • Prepare supporting documents and submit applications promptly.
  • Ensure proper tracking and timely communication regarding visa processing.
  • Coordinate visa renewals, passport returns, and maintain updated visa tracker.

The responsibilities listed above are not exhaustive and may be adjusted according to operational needs but will remain in line with the overall purpose of the role.

Experience and Technical Competencies

  • University degree in Human Resources, Business Administration, Social Science or equivalent.
  • Minimum 3 years of experience in HR or Admin roles in NGOs or similar sectors.
  • Experience with recruitment and emergency context is an added advantage.
  • Excellent knowledge of Microsoft Office and ERP systems.
  • Good knowledge of HR principles, processes, and practices.
  • Advanced English proficiency and knowledge of local languages.

  • Contract length: Six (6) months, with possible extension subject to funding.
  • Workplace: Abuja, Nigeria.
  • Start date: Immediate upon identification of the right candidate.
  • Salary and conditions will follow DRC National salary structure and Nigerian terms.
