UNICEF has been working in 190 countries for 70 years to improve children's survival, protection, and development. It is the world's largest provider of vaccines for developing countries and focuses on child health, nutrition, water and sanitation, education, and child protection. UNICEF is funded by voluntary contributions and employs over 12,000 staff in 145+ countries.
The Education Outcomes Fund (EOF), in partnership with the Lagos State Government, is designing an innovative education outcomes fund for basic education. The fund focuses on integrating out-of-school children (OOSC) aged 6-11 into formal education.
EOF seeks a Lagos-based consultant with expertise in basic education and experience with OOSC programs to tailor their financing model for Lagos State, Nigeria. Responsibilities include:
Conduct a review of interventions supporting OOSC, identifying best practices, risks, and considerations.
Output: 15-20 page report summarizing findings and recommendations.
Assess financial feasibility of program options, including unit costs and budget needs.
Output: 5-10 page written report.
Contribute to core components such as defining objectives, risk assessment, and structuring funding models.
Output: Three programme design documents (5-10 pages each).
Present programme design components to key government and organizational stakeholders.
Output: Minimum of 8 presentations (each ~90 minutes).
Estimated five mission travels to schools within Lagos State, each lasting approximately five working days.
Consultants are not considered "staff members" and must ensure they have valid health insurance throughout the contract period.
