Background

Purpose of Activity/Assignment:

The Education Outcomes Fund (EOF), in partnership with the Lagos State Government, is designing an innovative education outcomes fund for basic education. The fund focuses on integrating out-of-school children (OOSC) aged 6-11 into formal education.

Scope of Work:

EOF seeks a Lagos-based consultant with expertise in basic education and experience with OOSC programs to tailor their financing model for Lagos State, Nigeria. Responsibilities include:

  • Providing input on interventions and policies relevant to OOSC in Lagos State.
  • Assessing cost implications and feasibility of various program design options.
  • Actively contributing to program design by drafting key documents and defining objectives.
  • Engaging with government and stakeholders to align the program’s design.

Terms of Reference / Key Deliverables

Work Assignment Overview

1. Evidence Review and Recommendations Report (Due: 01 June 2025)

Conduct a review of interventions supporting OOSC, identifying best practices, risks, and considerations.

Output: 15-20 page report summarizing findings and recommendations.

2. Costing and Feasibility Analysis (Due: 1 July 2025)

Assess financial feasibility of program options, including unit costs and budget needs.

Output: 5-10 page written report.

3. Programme Design Contributions (Due: 30 April 2026)

Contribute to core components such as defining objectives, risk assessment, and structuring funding models.

Output: Three programme design documents (5-10 pages each).

4. Stakeholder Engagement and Presentation (Due: 30 October 2025)

Present programme design components to key government and organizational stakeholders.

Output: Minimum of 8 presentations (each ~90 minutes).

Travel

Estimated five mission travels to schools within Lagos State, each lasting approximately five working days.

Qualifications

Education:

  • Master’s degree in political science, economics, finance, business, education, international development, or a related field.
  • Bachelor’s degree acceptable with an additional 2 years' experience.

Knowledge/Expertise/Skills Required:

  • 10+ years of experience in education, international development, or public policy.
  • Experience in education program design and implementation, especially for OOSC in urban settings.
  • Experience in innovative financing models (e.g., outcomes-based approaches).
  • Strong collaboration experience with government and donors.
  • Fluency in English required.
