Position Title: Senior Technical Officer, Laboratory Services
Location: Osun State
Supervisor: STA Laboratory Services
The STO Laboratory Services, under the supervision of the Senior Technical Advisor, Laboratory Services, will provide
technical expertise and assistance in implementing high-quality laboratory services within the HIV care and treatment project
in the State Office. This includes laboratory capacity development at project health facility sites for a United States Centers
for Disease Control and Prevention (CDC)-funded grant.
The STO Laboratory Services will carry out quality control functions and activities in collaboration with the project HQ and
other state-level laboratory teams, including quality control inspection schedules, collection of quality control records, and
ensuring the availability of quality documentation.
S/He will also review and monitor QA and QC activities of the laboratory to determine conformance with established policies,
national regulations, or accreditation requirements.
Knowledge, Skills & Attributes
Knowledge of health and development programs in developing countries in general and Nigeria specifically.
Excellent working knowledge of laboratory equipment and techniques for HIV rapid and confirmatory testing, CD4/CD8.
Excellent working knowledge of techniques for identifying and culturing TB species, including MDR-TB.
Thorough understanding of QA, QC, and proficiency testing concepts with ability to apply them in complex settings.
Knowledge of laboratory services related to the clinical management of HIV/AIDS and ART.
Understanding of laboratory services related to Advanced HIV Diseases (AHD).
Proficiency with Laboratory Information Management Systems (LIMS) and DHIS2 is required.
Experience in laboratory management and training, including counselling and testing for HIV/AIDS.
Sensitivity to cultural differences and understanding of ethical, social, and political issues surrounding HIV.
Familiarity with logistics related to laboratory commodities.
Teamwork and interpersonal skills to maintain compatibility with staff and project partners.
Strong time management skills, capable of meeting deadlines with minimal supervision.
Excellent English communication skills (written and verbal).
Proficient in computer usage.
Willingness to travel within Nigeria up to 25% of the time.
Qualifications and Requirements
BMLS / AMLSCN in Medical Laboratory Sciences or related field with 7–9 years post-NYSC experience, including at least 5 years
in HIV/AIDS laboratory support.
OR Master's degree in Laboratory Sciences or related field with 5–7 years post-NYSC experience, including at least 5 years in
HIV/AIDS laboratory support.
Experience managing laboratory services, particularly in health facility settings, including QA systems and best practices.
Advanced knowledge of laboratory procedures related to HIV/AIDS care and treatment, with experience in international development
organizations preferred.
Certification and license to practice as a Medical Laboratory Scientist is required.
