Assistant Technical Officer - PHC

Basic Function:

The Assistant Technical Officer, PHC will provide technical and programmatic support to implement high-quality clinical care and support activities with a primary focus on integrated medical services at the LGA level. He will triage, examine, diagnose and treat patients in need of primary health care at the facility. Based on the diagnosis, the ATO-PHC will prescribe appropriate treatment to patients and suggest follow-up as required.

Duties and Responsibilities:

  • Provide accurate diagnosis, treatment, and management of patients in a primary health care setting.
  • Assess patients and refer them for specialized health care as required.
  • Participate in the delivery of quality health care to patients.
  • Adhere to relevant code of conduct and ethics.
  • Participate in outreach and community health programs as needed.
  • Provide health education to patients.
  • Contribute to lessons learned and use them to improve program design.
  • Assist in strengthening a system of program progress reporting and M&E frameworks.
  • Contribute to development of strategies, work plans, and subproject documents.
  • Ensure implementation of activities according to SOPs in collaboration with the team.
  • Train and build capacity of Community Health Workers (CHWs).
  • Stay informed on developments in integrated medical services through literature review and research.
  • Compile and submit periodic reports.
  • Ensure infection prevention and control standards are maintained.
  • Participate in continuing professional development (training, mentoring).
  • Perform any other duties as may be assigned.

Networking and Coordination:

  • Establish good relationships with State, LGA authorities, and community stakeholders.
  • Build a network with other actors (I/NGOs, CBOs) in the area.
  • Understand existing programs within the state and community.
  • Organize meetings with community leaders and stakeholder groups.
  • Participate in Nutrition Cluster, assessments, and meeting documentation.
  • Actively engage in sub-Nutrition Cluster group meetings at the district level.
  • Represent FHI 360 health and nutrition programs during donor field visits if required.

Knowledge, Skills & Attributes:

  • Understanding of health and nutrition in humanitarian programs.
  • Experience in clinical management and health program training.
  • Familiarity with Nigerian clinical settings (government and non-government).
  • Sensitivity to local cultural, social, political, and ethical issues.
  • Ability to collaborate and maintain compatibility with staff and partners.
  • Ability to meet deadlines and manage high-volume work independently.
  • Proficiency in English (spoken and written); Hausa and Fulani are added advantages.
  • Flexibility and adaptability in difficult work environments (e.g., travel by bike).
  • Willingness to travel across LGAs regularly (25-50% time).
  • Well-developed computer literacy.

Qualifications and Requirements:

  • MB.BS, MD or equivalent with 1–3 years of relevant clinical experience.
  • Valid practicing license is required.
  • Experience in emergency/humanitarian settings preferred; INGO experience is an advantage.
  • Familiarity with public sector health systems, NGOs, and CBOs is desirable.
  • Previous humanitarian crisis experience is a strong plus.
