Protection Monitoring Team Leader - Maiduguri at Danish Refugee Council

Purpose/Objective of the Position:

Overall purpose of the role: The Protection Monitoring Team Leader is responsible for the technical supervision and coordination of all protection monitoring activities under the supervision of the Protection Manager. This role ensures training and capacity building for field protection monitoring staff including partner staff, guaranteeing that protection services meet sector quality standards. The incumbent will analyze protection alerts, monthly reports, and rapid assessments, applying protection data analysis to inform response strategies and advocacy efforts for Borno and Madagali (when required).

With a strong focus on Protection Monitoring and Protection Information Management (PIM), the position will structure data in line with the Protection Analytical Framework (PAF) and lead protection analysis updates, community consultations, and action plans for DRC Nigeria.

Duties and Responsibilities:

Technical Leadership & Protection Analysis:

  • Provide technical guidance and coaching to protection monitoring staff, ensuring adherence to protection principles and standards.
  • Lead qualitative and quantitative analysis of protection data, using DEEP, PAF, and dashboards to monitor risks.
  • Oversee monthly protection reports, ensuring accuracy and actionable insights.
  • Ensure compliance with data protection policies and ethical data management.
  • Develop tools to support analysis of community-based protection data and trends.
  • Review LGA reports from field protection officers and partner protection assistants.
  • Lead pilot tools in line with community-based protection guidance.
  • Provide technical training on protection risks, human rights violations, and advocacy techniques.
  • Ensure timely identification and referral of at-risk individuals with updated referral pathways.

Capacity Building & Team Supervision:

  • Conduct regular training, mentoring, and capacity building for protection teams and partner staff.
  • Supervise Protection Monitoring Assistants and Officers ensuring high-quality outputs.
  • Manage daily operations of CBP/PM teams under relevant projects.
  • Ensure team skills include PFA and referral mapping for efficient service delivery.
  • Monitor CBP/PM program impact and adjust based on evolving needs.
  • Ensure functioning IDP leadership structures and community-based protection systems are in place.
  • Facilitate meetings with IDPs, returnees, refugees, and host communities for issue identification and feedback collection.

Stakeholder Engagement & Advocacy:

  • Strengthen collaboration with protection actors and working groups.
  • Participate in Protection Monitoring Working Groups and other sector forums.
  • Provide data-driven advocacy inputs to stakeholders and donors.

Operational Coordination & Compliance:

  • Coordinate closely with MEAL teams for program performance tracking.
  • Lead integration of dashboards and data tools for effective reporting.
  • Ensure accountability mechanisms like help desks and feedback systems are in place.
  • Support workshops on protection principles, PIM, PSEA, and community-based protection for staff and partners.
  • Mainstream community-based protection across DRC interventions.
  • Ensure effective internal communication and adherence to DRC policies and donor regulations.

Other Responsibilities:

  • Maintain up-to-date service mapping and ensure high-risk cases are promptly referred.
  • Contribute to protection strategy improvements and protection trend analysis.
  • Develop supervision and coaching tools and ensure sustainability of community-based protection structures.
  • Coordinate protection monitoring efforts with local authorities and partners.
  • Prepare and deliver regular protection updates, reports, and assessments.

Supervision of Staff:

  • Supervise and provide technical oversight to PM/CBP teams and partner staff.
  • Support recruitment, performance management, and professional development of team members.
  • Develop weekly and monthly work plans ensuring alignment with project goals.
  • Coach and mentor staff with continuous on-the-job guidance.
  • Ensure proper documentation and reporting across all project locations.
  • Promote and uphold DRC’s standards on data protection, PSEA, and confidentiality.

Budget Management:

  • Monitor expenditures and financial commitments within project budgets.
  • Provide financial forecasts and identify budget risks (over/underspending).
  • Support the Protection Manager in ensuring efficient use of resources.

Education and Professional Experience:

  • BSc, BA, or Master’s degree in International Development, Social Sciences, Social Work, International Relations, or Human Rights.

  • Fluency in Hausa, Kanuri, and other local languages in Borno and Adamawa.
  • Good working knowledge of English (written and spoken).

  • No engagement in paid activities outside the contract without authorization.
  • No engagement in activities that harm DRC’s mission.
  • No unauthorized communication with media or publishing of project materials.
  • Return all project equipment at the end of the contract or upon request.
