The Senior Technical Advisor-Laboratory Services leads the development and successful implementation of project workplans and achievement of targets and deliverables. Provides technical, management and financial leadership to projects. Leads communications, coordination, and reporting with partners for projects. Provides technical assistance to strengthen laboratory systems including point-of-care services. Oversees planning, conducting, and reporting laboratory audits. Supervises and provides technical guidance and mentorship to staff. Supports PRs/SRs in specific target states to improve the quality of laboratory services available in health facilities in line with National guidelines.
Duties and Responsibilities:
Provide technical leadership and support related to laboratory services and management in HIV/AIDS care and treatment.
Coordinate design, planning, and implementation of laboratory components, collaborating with project clinical staff, specialists, and agencies.
Offer expertise in diagnostics, quality management systems, SLMTA/SLIPTA, and other lab standards.
Develop and facilitate training, monitor effectiveness, and oversee assessments and quality improvement initiatives.
Manage internal audits, accreditation, quality control, and documentation.
Lead efforts to prepare laboratories for accreditation and monitor key diagnostic components.
Supervise staff, provide mentorship, and lead project workplans and budgets.
Liaise with external stakeholders and manage reporting and business development efforts.
Keep updated on new laboratory technologies, develop lessons learned, and support the laboratory department’s strategy.
Supervise and mentor lab staff at state and field levels, facilitate collaborative programs, and perform other duties as assigned.
Knowledge, Skills & Attributes:
Comprehensive knowledge of clinical laboratory functions, quality systems, and HIV/AIDS care and treatment programs.
Experience managing laboratory services including quality assurance and diagnostic testing.
Proficiency in lab techniques including HIV testing, CD4/CD8, viral load, TB identification, and resistance testing.
Knowledge of DHIS, LIMS, and relevant national and international laboratory standards.
Excellent communication, organizational, and project management skills.
Experience with supervisory roles and donor-funded programs.
Ability to work independently and within teams, sensitivity to cultural differences, and representational skills.
Qualifications and Requirements:
Master’s degree in medical laboratory sciences with 7-9 years of experience or doctorate degree with 5-7 years of experience.
Minimum 5 years in a laboratory setting, 3 years on an HIV lab management donor-funded program.
Certification/license as a medical laboratory scientist required.
Experience in clinical laboratory settings and donor-funded programs required.
Proven project development, technical training, and organizational skills.
Fluent English communication and prior NGO experience preferred.
Knowledge of Nigerian public health systems and USG/PEPFAR programs is an advantage.
Travel Requirements:
Ability to travel within Nigeria up to 25% of the time.
