Gender & Safeguarding Specialist at MSH

Overview

Gender and Safeguarding: Responsible for providing strategic and systematic support in implementing gender transformative programming as well as spearheading gender and protection program development and providing technical support across the implementing states/stakeholders. The Specialist will also ensure safeguarding mechanisms are in place, ensure that risk assessments are completed, stakeholders, staff and related personnel are trained and that complaints mechanisms are designed, consulted on and communicated to staff and program participants and the wider community.

Responsibilities

  • Work with the SPA manager to ensure that the project’s work plans are designed, implemented, and monitored with a strong focus on gender equity, diversity, and the safeguarding of vulnerable populations.
  • Serve as the project’s technical resource person and focal point for gender and safeguarding, representing the organization in relevant forums such as TWGs.
  • Conduct rapid gender analysis (if necessary) and lead the development and implementation of project’s gender strategies and initiatives.
  • With support of the SPA manager, lead strategic engagement with stakeholders at federal and state levels to advance gender mainstreaming and ensure compliance to gender guidelines during CHW selection.
  • Provide oversight to sub-implementers and CSOs to advocate for gender inclusion and promote safeguarding at the community level.
  • Lead strategic stakeholder engagements to implement safeguarding measures for CHWs and their communities, especially vulnerable populations.
  • Monitor and track compliance to gender and safeguarding policies among staff, vendors, consultants, and beneficiaries, and manage anonymous reporting mechanisms for violations.
  • Support staff to integrate gender-sensitive approaches through training and capacity-building sessions.
  • Develop, review, and update safeguarding policies, procedures, and protocols to prevent and respond to misconduct.
  • Identify potential safeguarding risks through assessments and develop mitigation strategies to protect staff and beneficiaries.
  • Collaborate with the MERL specialist to evaluate the effectiveness of gender and safeguarding strategies for adaptive management.
  • Lead engagements with stakeholders (government MDAs, CSOs, donors) to promote gender and safeguarding principles.
  • Note: Responsibilities are indicative and may change based on project, organizational, and donor needs.

Qualifications

  • Bachelor’s degree in Public Health, Health Sciences, Gender Studies, Social Work, International Development, or related field (Master’s is an added advantage).
  • Minimum 6+ years’ experience in gender equality, women’s empowerment, and safeguarding interventions in development/humanitarian contexts.
  • Strong leadership, mentoring, planning, and organizational skills; able to work independently and in teams with attention to detail.
  • Proven negotiation and conflict management capacity.
  • Knowledge of donor regulations preferred; initiative and adaptability in complex procedures.
  • Experience in technical assistance and training delivery.
  • Excellent communication skills in English (oral and written); proficient in Microsoft Office.
  • Experience maintaining communication with U.S. offices.
  • Strong organizational skills, ability to meet deadlines, and initiative-driven work ethic.
  • Strong interpersonal skills; able to work with diverse clients and stakeholders professionally.
  • High moral and ethical standards; commitment to equality and inclusion.
  • Proficiency in written and spoken English.
  • Experience in data collection and analysis.
  • Knowledge of sourcing/procurement techniques and market analysis.
  • Experience conducting gender analysis and developing frameworks for gender mainstreaming and safeguarding.
  • Proven success in developing and implementing gender and safeguarding strategies.
  • Strong stakeholder engagement and management skills.
  • Excellent communication, coordination, and problem-solving skills.
  • Strategic thinker with strong analytic and planning abilities.
  • Skilled in MS Word, Excel, PowerPoint, and documentation/report writing.
