Campaign Manager at Malaria Consortium

The Vacancy

Malaria Consortium is recruiting for a Campaign Manager to join our team in Ondo, Nigeria.

The role involves ensuring the proper planning and coordination of all activities related to the delivery of ITNs to households in Ondo state, including macro and microplanning, advocacy, procurement, supply chain management, household mobilization, demand creation, as well as monitoring, evaluation, and reporting of the process. This role will back-stop the State Support Team of NMEP in the technical, demand creation, logistics, and security work streams to ensure the delivery of a high-quality campaign.

The role will involve working under the supervision of Malaria Consortium’s Senior Project Manager (based in Ondo) and dotted line reporting to the Country Programmes Manager, Malaria Consortium state, country and head office teams, closely with NMEP, and liaison with SMoH officials, community leaders, and health teams. S/he will provide technical leadership during the implementation of the LLIN campaign in Ondo State.

Key Responsibilities

Oversee Coordination, Planning, and Implementation of ITN Campaign Activities (40%)

  • Work closely with the Senior Project Manager to ensure effective implementation of the ITN campaign in Ondo State in line with national guidelines.
  • Support the recruitment, supervision, and management of Work Stream Advisors and Campaign Technical Assistants Team (CTAT).
  • Assist in the development of ITN distribution work plans and budgets.
  • Support the roll-out and dissemination of updated NMEP-approved guidelines, SOPs, and job-aids for malaria prevention via ITN mass campaigns.
  • Coordinate with the operations unit for timely procurement of campaign materials.
  • Participate in planning and advocacy meetings at national and state levels.
  • Coordinate LGA-level microplanning meetings for distribution activities and compile LGA microplans into state-level microplans.
  • Develop ITN pre-positioning plans for each LGA.
  • Liaise with state team and SST to assess LGA stores for space and security adequacy.
  • Work with 3rd Party Logistics Company and SMoH regarding logistics of ITNs.
  • Coordinate the training of state, LGA, community volunteers, and health workers involved in distribution activities.
  • Coordinate responses to implementation bottlenecks related to the ITN campaign.
  • Incorporate lessons learned into the implementation package.
  • Support the National LLIN Campaign Coordination Network in advocacy and resource mobilization.
  • Oversee transparent disbursement and management of operational costs for ITNs.
  • Track CTA operating costs in line with the operational budget and agreed principles.
  • Manage and supervise field staff involved in the distribution exercise.
  • Ensure timely financial accountability for disbursed funds, submitting relevant documentation to the finance unit for payments.
  • Develop effective and collaborative relationships with project partners, including SMoH health teams and volunteers.
  • Ensure complementary technical approaches with other stakeholders in the Malaria program.

Monitoring and Evaluation Support (20%)

  • Track progress towards performance indicators, analyze reasons for shortfalls, and adapt program strategies.
  • Support design and implementation of feedback and response channels to enhance program accountability.
  • Assist in monitoring LGA-level training quality to ensure proper implementation.
  • Support monitoring of household registration and actual ITN distribution to beneficiaries.

Reporting (15%)

  • Maintain regular communication with the Programme Director, Country Technical Coordinator, Country Programme Manager, and Commodity Manager to provide periodic updates.
  • Organize state debriefing and prepare campaign reports upon completion of the ITN campaign.
  • Document and disseminate lessons learned from Ondo and Anambra.
  • Support SST to ensure reports are developed for each work stream.
  • Contribute to the development and implementation of tools and strategies to strengthen mass campaign implementation with NMEP and malaria partners.

Other Responsibilities (25%)

  • Work with operations and security managers to ensure adherence to security protocols and alerts.
  • Be accountable for Malaria Consortium’s equipment/materials in the field, including security for vehicles, scanners, phones, and other materials.
  • Represent Malaria Consortium at relevant technical working groups and coordination forums (e.g., IVM sub-committee).
  • Adhere to all project policies and procedures.

Qualifications & Experience

Essential

  • Bachelor’s degree or higher in a health or social sciences field.
  • Minimum of 7 years’ experience in a related/similar role.
  • At least 3-5 years’ experience in a managerial role.
  • Experience in campaign implementation, especially in leading projects.
  • Familiarity with mass ITN campaigns in Nigeria and its implementation guidelines.
  • Experience in conducting training sessions.
  • Excellent knowledge of ITN campaign procurement, logistics, warehousing, security, demand creation, and distribution processes.
  • Experience managing funds and short-term projects.

Desirable

  • Thorough understanding of preventive aspects of malaria control.
  • Previous hands-on experience working in hard-to-reach locations.
  • Familiarity with NMEP and SMEP strategies and guidelines.
  • Experience using participatory adult learning techniques.
  • Previous experience in mass campaign ITN distribution is a plus.

Essential

  • Excellent communication and leadership skills with a supportive management style.
  • Diplomacy and stakeholder liaison skills with experience in working in partnerships.
  • Competency in computer applications (Word, Excel, PowerPoint).
  • Good writing and communication skills.
  • Ability to work effectively with a wide variety of partners, including MoH.
